Public consciousness does not perceive people in power as the elite of Russian society. Moreover, the concept "elite" has acquired a negative connotation. The opinions of experts are gradually coming to coincide with public opinion: society needs an intelligentsia capable of creating true values and directly affecting the most important political decisions of the higher governmental authorities.
