Analysis of philosophical and anthropological heritage in the context of individual and cultural institutions' needs reveales that the processes of individual cultural needs formation are closely connected with the institutional formation of the society. Both of the processes influence each other. The development of culture means first of all developing new values, which not only reflect one's needs, but also the society's potential, state and perspectives.
