Annotation
The author analyzes certain directions uniting science and government: applying scientific achievements and technologies to military purposes; applying informational technologies and the World Wide Web (Internet); manipulating with public opinion and consciousness. The author comes to a conclusion that the problem of responsibility in contemporary conditions must cover human activity in whole, including the humanitarian area, culture, and ordinary consciousness. It brings to the necessity of including the evaluative component into a structure of the social order in education.
