Annotation
Since the beginning of radical reforms in Russia a full-scale exodus of the population of the Russian North has begun. There are two general points of view at this problem among Russian and foreign scholars. One group believes that an exodus as that is a good thing for it liberates the Russian economy from the burden of unnecessary expense. The other group considers this phenome-non a negative one, thinking that northern territories of Russia have favorable future of development. In the work for the first time in the literature the philosophic analysis of both approaches is carried out. The basic contribution of work to of a problem of opening up territories with extreme environmental and climate conditions consists in a philosophic substantiation of an opportunity and necessity of continuation of exploration of the North of Russia.
