The political and bureaucratic elite such as elective politicians and appointed business - managers who ensure directly the political process in the modern society, are constantly reproduced and renovated. It is kind of the "central political system" making up the bulk of the leading bodies that shape and coordinate a policy (parliament, government, administration). The article discusses mechanisms of appointing people to the government positions and the sources of centralization and decentralization in the process of making political decisions. The elite conception of the political process helps in analyzing both the role of the state organizations and social, and cultural characteristics of the elite and ways of its recruiting.
